No, not badly drawn, the term to apply here is conceptual.  You see the artist is not attempting to achieve a realistic, accurate, representation.  Rather more a suggestion of the idea of the image, a concept.  To pick up on a specific detail,for example only three fingers on the hands of the figures in the foreground, or the ragged, looseness of the brushwork, the rawness of the colours, the erratic placing of shadow, while ignoring the impact of the painting as a whole, exposes a rather narrow, short-sighted view.  We are looking at something much more fundamentally profound than a painted surface here...
